Level-2 VNEID Registration Open for Foreigners in Việt Nam

From July 1, foreign nationals with temporary or permanent residence cards in Việt Nam can register for Level-2 electronic identification (eID) accounts through the VNeID app. This new initiative by the Ministry of Public Security aims to make it easier for foreigners to access public services, complete administrative procedures online, and manage their residency more efficiently.
The eID account allows users to verify personal information during banking transactions, register rental accommodations, use digital public services, and store electronic residence cards and other legal documents — all within the VNeID app. The app now also supports an English interface.

Registration is free and includes five steps:
1. Visit the immigration management agency under the Ministry of Public Security.
2. Present your passport or valid travel document and complete Form TK01 (per Decree 69/2024/NĐ-CP), including a mobile number and email if available.
3. Officers will enter your data, collect biometric information (photo and fingerprints), and confirm your consent to create the eID.
4. The application is sent to the eID management authority.
5. You’ll receive the result via the VNeID app, your registered phone number, or email.
Processing time is up to 3 working days if biometric data already exists in the national immigration database, or up to 7 days if it does not.
